Computer Information Systems Research and Technology Center - BESATEM
The Computer Information Systems Research and Technology Center (BESATEM) is an interdisciplinary research center established under the Center of Excellence at Near East University. The founding director of the center is Prof. Dr. Nadire Çavuş.
The main purpose of BESATEM is to support academic staff in the Department of Computer Information Systems in conducting scientific and socially beneficial research, while also enabling master’s and doctoral students to gain research experience by working together with faculty members. In today’s digital world, computer systems and information technologies play a critical role in every aspect of social life. BESATEM was established to increase scientific knowledge production in these fields, contribute to technological innovation, develop educational activities, and conduct effective research at an international level.
The center adopts the values of relevance, creativity, innovation, reliability, participation, expertise, impartiality, knowledge sharing, teamwork, and international research as core principles in its activities. Since its establishment, BESATEM has contributed to the academic literature and developed socially beneficial applications through projects in areas such as artificial intelligence, data analytics, health informatics, the Internet of Things, educational technologies, and cybersecurity. Acting in line with the principles of innovation and international collaboration, the center serves as a platform that supports young researchers in developing a scientific research culture and encourages interdisciplinary cooperation.

Mission
The mission of the Computer Information Systems Research and Technology Center at Near East University is to develop effective solutions, in line with universal values, for problems related to computer systems in public, governmental, and private institutions; to provide education in the field of information systems at universities and other educational institutions; to participate in conferences and symposiums in these fields; and to offer consultancy services related to information systems.
Vision
The vision of the center is to become an authoritative research center in the field of information systems by following the latest developments, conducting up-to-date international research, carrying out effective activities nationally and internationally, and training qualified, current, creative, and responsible technical professionals.

Researchers at the Center
The research staff of the center has a dynamic structure. Graduate students are removed from the list upon graduation, while new researchers are regularly added. In addition to faculty members from different departments within Near East University, academics from other universities may also join BESATEM as researchers. This structure strengthens interdisciplinary and international collaborations.

Selected Completed Projects
Analysis of ECG Signals in Heart Diseases
This research developed a hybrid machine learning and deep learning-based model capable of distinguishing six different classes of heart conditions: abnormal heartbeat, atrial fibrillation, ischemic heart disease, myocardial infarction, normal rhythm, and sinus bradycardia. The model’s performance was evaluated using ECG images, and highly accurate and effective results were obtained.

Determining the Characteristics of Digital Leaders in Digital Transformation
This project aimed to develop and validate the Digital Leadership Skills (DLS) Scale to measure digital leadership competencies. Factor analyses conducted with employees showed that the scale is reliable and valid.
The findings revealed that digital leadership skills have a positive effect on the digital transformation and financial performance of businesses. The scale provides a practical tool for assessing leadership competencies and improving business performance.

Prediction of Factors Affecting Tuberculosis
Tuberculosis remains highly prevalent, particularly in many African countries. Since developing countries often face limited financial resources, scientific research in this area may be insufficient. This project aims to use artificial intelligence to predict the factors affecting tuberculosis and thereby contribute to reducing the number of cases.

Development of a Mobile Application to Create Sound Awareness for Deaf and Hard-of-Hearing Individuals
This study focuses on the design and development of AsEar, a mobile application that enables deaf and hard-of-hearing individuals to become aware of environmental sounds. The application transmits detected sounds to hearing relatives or companions, serving as a bridge in communication.
User experiences confirmed the usability of the application and its effectiveness in improving social interaction. The application therefore helps reduce communication challenges faced by deaf and hard-of-hearing individuals in daily life.

Review of IoT-Based Smart Irrigation Systems
This study is a systematic literature review examining the contributions of IoT-based smart irrigation systems to agricultural productivity and water-use efficiency. The research analyzed literature published between 2012 and 2023 using the PRISMA method. The results show that smart irrigation systems optimize water use and increase agricultural productivity through environmental monitoring and data analysis. The study aims to guide farmers on the benefits of smart irrigation systems integrated with IoT applications.

Development and Comparison of Protocols for Low-Latency IoT Networks
This study aims to develop and compare protocols for low-latency IoT networks. The research evaluates the performance of different network protocols by considering criteria such as transmission delay, bandwidth usage, and reliability. The findings provide guidance for selecting the most appropriate protocol for different IoT applications.

Selected Ongoing Projects
Evaluation of Individuals’ Sports Performance Using Artificial Intelligence
In line with the widespread use of artificial intelligence across scientific fields and its positive outcomes, BESATEM has initiated a study examining the applicability of AI in sports. In this study, individuals’ performance will be monitored while they perform movements guided by a professional sports instructor.
Artificial intelligence models will then be used to analyze the accuracy of these movements. In this way, AI-supported systems will enable the objective evaluation of sports performance.
Development of a Mobile Application to Create Sound Awareness for Deaf Individuals
This ongoing study aims to design and develop a mobile application that helps deaf and hard-of-hearing individuals perceive environmental sounds and reduce communication barriers. The application is designed to detect sounds in the environment and increase users’ awareness. The research is ongoing, and the application is expected to support the social participation and interaction of deaf individuals.
In-Depth Analysis of the Effectiveness of Artificial Intelligence Technologies in the Finance Sector
This ongoing study examines how artificial intelligence technologies can be used in the finance sector. Scientific publications from 2019 to 2023 are being analyzed using the PRISMA method. The study investigates the potential contributions of AI in decision-making, risk analysis, fraud detection, customer service, and personalized financial advisory services.
Development of a Mobile Application for Teaching English to Deaf Individuals
Based on the principle of equality in education, this project aims to develop a mobile application supported by new technologies for teaching English to deaf children. The relevant literature is being systematically reviewed, and the studies identified are being carefully analyzed. The project is ongoing, experimental studies are continuing, and final results have not yet been obtained.
